Negotiations saw several twists and turns, highlighting deep-seated geopolitical sensitivities between countries with diverse levels of economic development and political systems.<\/p>\n<p>Still, this marks the first FTA involving economic power-houses of East Asia: China, Japan, and South Korea. Despite years of talks, these countries have never succeeded in establishing a free trade arrangement. These countries contribute significantly to overall trade within Asia-Pacific, not to mention these countries being critical parts of regional and global value chains.<\/p>\n<p>Crucially, the RCEP is inclusive enough to include less developed parts of Asia Pacific, such as Cambodia, Laos, and Myanmar. This has allowed DHL to clear low-value shipments as either duty-exempt, or with simplified clearance requirements in many countries, supporting trade facilitation in these markets.<\/p>\n<p>Once established, this also means that customs authorities recognize these nuances in future regulations without compromising customs control.<\/p>\n<p>The commitment to countries to enhance other types of customs trade facilitation in RCEP is equally important. The RCEP requires creating a conducive legal framework for this sector, including personal data protection, consumer protection, rules on the location of computing facilities, cross-border data flows, and enabling electronic authentications and signatures.<\/p>\n<p>Some of these are controversial areas, and the first commitments of their kind anywhere. In comparison, the European Union (EU) has been negotiating rules on cross-border data flows within member states in recent years, but has yet found little progress.<\/p>\n<p>However, RCEP is silent on how it would treat the taxation of commerce undertaken in the digital space. Evaluating globalization and its effects on growth and resilience can therefore play a pivotal role in sound and informed business and political decision-making.<\/p>\n<p>The DHL Global Connectedness Index 2020 (GCI 2020), the latest edition of a study in partnership with NYU Stern School of Business, shows that globalization remained steady leading up to 2020. The study employs more than 3.5 million data points to track the globalization of 169 countries over the period from 2001 to 2019.<\/p>\n<p>The index is almost certain to decline in 2020 due to the global pandemic\u2019s catastrophic impact on people and, to a lesser extent, trade and capital flows. Trade and capital flows have started to recover though, while international data flows have notably surged in the past year as businesses and communications accelerated their shift online. According to TeleGeography\u2019s The State of the Network <a href=\"https:\/\/www2.telegeography.com\/hubfs\/assets\/Ebooks\/state-of-the-network-2021.pdf\">report<\/a>, Covid-19 and its stay-at-home restrictions caused global internet traffic to soar 48 percent in 2020. An IBM <a href=\"http:\/\/mddb.apec.org\/Documents\/2021\/CTI\/TPD1\/21_cti_tpd1_002.pdf\">study<\/a> stated that network operators saw a 60 percent increase in broadband use from pre-crisis times.<\/p>\n<p>Among the world\u2019s seven regions, Asia Pacific is home to many of the countries that punched well above their weight in connectedness in GCI 2020. The reason: a severe shortfall of a coin-sized computer chip needed to power its vehicles.<\/p>\n<p>This chip shortage, which has crippled the global automobile industry for the past 18 months, has now spilled over to other sectors. But effort and flexibility among logistics partners are helping to mitigate the crisis and offer ideas for how processes might be improved in the future.<\/p>\n<p>Chips, also known as semiconductors, power the modern world. Almost anything electronic, from phones, cars to even an alarm clock, relies on these nano-sized silicon wafers to function. Last year, Taiwan dominated the global market share for semiconductor contract manufacturing, accounting for <a href=\"https:\/\/www.cnbc.com\/2021\/03\/16\/2-charts-show-how-much-the-world-depends-on-taiwan-for-semiconductors.html\">more than 60 percent of global revenue<\/a>.<\/p>\n<p>\u201cWe\u2019re the world\u2019s chipmaking factory. Semiconductor manufacturing is one of the most important industries for Taiwan,\u201d said DJ Shieh, Managing Director of DHL Supply Chain Taiwan.<\/p>\n<p>But in the past year, a global pandemic and one of the worst droughts in half a century has severely disrupted production there. Taiwan is also caught in a global tech war between the United States and China. The triple threat has led to a semiconductor shortage crisis so severe that it has been dubbed \u201cChipaggedon\u201d.<\/p>\n<p>\u201cThe global chip shortage is affecting every industry. I think very few players expected the sharp fall in supply,\u201d said Shieh.<\/p>\n<p>\u201cWe\u2019re doing our best to ensure the seamless flow of goods for our semiconductor customers to minimize the fallout, and hopefully resolve, this supply chain crisis.\u201d<\/p>\n<h2><strong>A perfect storm<\/strong><\/h2>\n<p>The Covid-19 pandemic was the catalyst for this global shortage \u2014 the virus first forced semiconductor factories worldwide to shut down temporarily last year. Since then, it has continued to cause intermittent disruptions. (Photo: Shutterstock)<\/figcaption><\/figure>\n<p>In June, King Yuan Electronics, one of the world\u2019s largest chip-testing companies, saw an outbreak of cases that forced a <a href=\"https:\/\/www.reuters.com\/technology\/taiwan-chip-packager-king-yuan-halts-output-after-covid-cases-factory-2021-06-04\/\">48-hour suspension of operations<\/a>. The disruption was estimated to have slashed the company\u2019s production by at least a third for that month.<\/p>\n<p>Although production in most factories has gradually resumed, it is still being hampered by the need for stringent mass testing and quarantine measures. Delays are expected to continue.<\/p>\n<p>This year, Taiwan was also hit with one of its worst droughts in 56 years, an event Shieh described as one of the \u201cbiggest concerns\u201d for chip manufacturers.\u00a0 The calamity posed a huge threat to the chip-making industry, which needs large amounts of water for its production process.<\/p>\n<p>But the situation is likely to ease up. Although the government had to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-24\/taiwan-raises-red-alert-over-water-cuts-supply-for-chipmakers\">cut water supplies to some chip makers<\/a> by 15 percent, top-tier manufacturers were less affected.<\/p>\n<p>Mother Nature also provided a timely intervention. \u201cThe heavy rains and typhoon that came during the middle of this year also improved the situation,\u201d added Shieh.<\/p>\n<p>Politics, however, has also conspired to create further obstacles. The tech war raging between the U.S. and China has also contributed to an increasingly fragmented global chip supply. Sanctions imposed by the U.S. mean that chipmakers can no longer freely supply their products to any companies, as licenses and government approval are now required.<\/p>\n<p>This has brought uncertainty to the global chip industry as it has led to companies placing double bookings \u2014 reservations made to ensure a safety net \u2014 which has further exacerbated the shortage.<\/p>\n<h2><strong>Strengthening the supply chain<\/strong><\/h2>\n<p>The impact has been immediate. Chip prices have risen with consumers feeling the pinch. Computers, tablets and even smart televisions have seen prices soar by as much as 30 percent.<\/p>\n<p>Governments are quickly responding by ramping up chip capacity, led by South Korea, U.S. and the European Union. But the new factories will take years to come online.<\/p>\n<p>\u201cTo cope with the shortage, companies are removing double bookings and channeling supplies to those who need the chips most. This will help alleviate any potential delays or chokepoints.<\/p>\n<p>For instance, dealing with the shortage has required flexibility in helping customers cope with the surging demand. \u201cBesides ensuring our quality of service, we also have to be quick to adapt and accommodate to ad-hoc requests, such as providing additional storage space for incoming tools and parts for our customers,\u201d said Shieh.<\/p>\n<p>It is also extending additional services to ensure that supplies are quickly shipped out. DHL deploys material handlers at their customers\u2019 production plants in Taiwan to manage the sensitive tools and machines needed to manufacture these chips. This ensures smooth delivery and functioning of the machines, added Shieh.<\/p>\n<p>The logistics provider also offers cleanrooms and clean benches for cleaning of tools and parts to ensure that the components remain in pristine conditions. Even the smallest speck of dust can destroy an entire chip.<\/p>\n<p>Aware that manpower is a big challenge for the industry, Shieh believes automation and management software solutions will boost the efficiency and speed of current operations, ranging from transport to assembly.<\/p>\n<p>\u201cIf we can do more development on our software and improve our transportation management system, it can definitely make us more competitive,\u201d said Shieh, adding that manufacturers can also do more to predict future demand and make better production forecasts.<\/p>\n<p>The global chip shortage is unlikely to be resolved any time soon but any help to ease bottlenecks, speed up delivery, and smoothen deliveries will go a long way to overcoming the difficult
