Mixed signal and opinions, however, are splitting views on how the market will move. <\/p>

What is next for air cargo markets? To put it in musical terms, the market is aiming for a \u2018Sweet November<\/a>\u2019, as SZA once sang, rather than a gloomy \u2018November Rain<\/a>\u2019.<\/p>\n

Commentators, analysts, and operators, however, are still divided on whether the air freight sector\u2019s glass is half-full or half-empty.<\/p>\n

The optimists see an economic upturn around the corner and point to strong consumer spending and signals of global economic expansion as they confidently predict a traditional fourth quarter peak season.<\/p>\n

The pessimists look at the weakness of China\u2019s post-lockdown \u2018bounce\u2019<\/a>, forecasts of a U.S. recession and excess uplift capacity. They believe the sky is falling.<\/p>\n

As ever with extremes, reality will probably end up lodged somewhere between. \u201cWe remain confident that Asian demand will pick up later in the year and that any dips in the U.S. and Europe will be shallow,\u201d said Kelvin Leung, CEO, DHL\u00a0Global Forwarding Asia Pacific. \u201cBut there is no doubt that there are mixed signals in the market right now.\u201d<\/p>\n

The optimists\u2019 take on the half-full glass<\/h2>\n

Those with a positive take on the rest of 2023, such as Brandon Fried, executive director of the Airforwarders Association, believe rates are currently sagging \u201cartificially\u201d due to carriers adding additional capacity to prepare for the summer passenger surge<\/a>.<\/p>\n

\u201cWe\u2019re coming down from the lofty volumes seen during the pandemic, which we all know were not sustainable long-term, but we\u2019re not crashing, we\u2019re normalizing,\u201d said Fried. \u201cWe need to be bullish in the second half; consumers are still out there spending, and passengers are flying.\u201d<\/p>\n

Meanwhile, the J.P.Morgan Global Composite Output Index rose to 54.2 in April, when growth of the output and new orders sub-indexes hit their highest levels since December 2021 and March 2022 respectively. Bennett Parrish, Global Economist at J.P.Morgan, noted that global economic activity continued to gather momentum at the start of the second quarter, with manufacturing recovering and last year’s \u201cextreme price pressures\u201d starting to fade.<\/p>\n

The latest financials from large U.S. retailers also suggested that inventory overhangs have been reduced and restocking could soon boost trade volumes<\/a>. Meanwhile, shortages of key manufacturing inputs, particularly in the tech sector, continue to create opportunities for critical shipments.<\/p>\n

The optimists also point to encouraging consumer confidence indices and spending data, lower jet fuel prices, and the fact that supply chain disruptions are inevitable – and will result in shippers turning to air freight.<\/p>\n

A less positive view<\/h2>\n

The pessimists have their ammunition. They rightly point out that even though various PMIs rose in April, much of this was driven by growth in service sectors as consumers switched spending from goods to services, reversing the trend that drove freight markets during the chaotic pandemic years.<\/p>\n

DHL\u2019s May Airfreight State of the Industry<\/a> notes that volumes remain low and global air cargo capacity is 14 percent higher than a year ago. Higher flight frequencies resulting from increased passenger demand have pushed up belly capacity by 22 percent year-on-year, leaving most airlines with \u201cavailable capacity at hand\u201d.<\/p>\n

With ample capacity in place, the concern stems from soft export levels. Financial analyst firm Nomura\u2019s leading index of Asia ex-Japan\u2019s aggregate exports (NELI)is pegged at 80.3 for June 2023. Nomura notes that after increases in April and May, the dip signals a likely modest and bumpy recovery, with the risk of a double dip in the export cycle due to faltering final demand from the US and Europe.<\/p>\n

Bruce Chan, director of investment banking firm Stifel, noted to the Baltic Exchange that the base case for 2023 and early 2024 is that any freight recovery will likely be drawn out and muted<\/a>. This trickles down from the continued goods-to-services rotation and pressure from inflation \u2013 especially food and energy \u2013 on consumer discretionary spend.<\/p>\n

All of which means the outlook is a lukewarm air freight recovery later this year<\/a>.<\/p>\n

Taking a balanced approach<\/h2>\n

A fourth quarter peak for air cargo remained a possibility but was by no means certain. \u201cIf you listen to their earnings calls, you\u2019ll hear shippers pushing back on expectations of a big inventory replenishment later in the year,\u201d said Niall van de Wouw, Chief Airfreight Officer at Xeneta.<\/p>\n

But it is crucial for the shippers to remain nimble and be ready for the potential year-end peak. \u201cThere are ample opportunities for market recovery, and the air cargo market needs to re-adjust swiftly to navigate the challenging months ahead,\u201d added Leung.<\/p>\n

The second half of 2023 will likely see a rebound amid a healthy capacity outlook. <\/p>

Despite several indicators suggesting that the air cargo market\u2019s early 2023 downturn might not be finished just yet, there are signs of encouragement for those hoping for a rebound later this year.<\/p>\n

Expectations, however, should be tempered. The latest data from the Association of Asia Pacific Airlines (AAPA) released in late April 2023 also points to weak global demand. The region\u2019s carriers recorded a 10.9 percent year-on-year decline in international air cargo demand in March as measured in freight tonne kilometers (FTK).<\/p>\n

The AAPA reported that offered freight capacity remained relatively stable, supported by the ongoing restoration of bellyhold capacity on passenger flights. As a result, the average international freight load factor declined by 7.5 percentage points to average 63.2 percent for the month.<\/p>\n

Subhas Menon, AAPA Director General, said that air cargo markets had retreated by 13.1 percent over the first quarter, \u201creflecting weakness in consumer demand amidst general inflationary pressures and rising economic uncertainty\u201d.<\/p>\n

DHL\u2019s April Airfreight State of the Industry<\/a> reports that low export orders from Asia Pacific contribute to air freight volume decline, while high inflation continues to impact global demand.<\/p>\n

\u201cThere is no denying that air cargo markets are not as strong as they were,\u201d said Kelvin Leung, CEO, DHL\u00a0Global Forwarding Asia Pacific. \u201cBut we are also seeing a growing e-commerce sector that could inject much-needed demand into the market.\u201d<\/p>\n

Downturn by region<\/h2>\n

A detailed examination by analysts at WorldACD revealed that worldwide air cargo chargeable weight flown in the first quarter of 2023 dropped -11 percent below that of the equivalent period last year.<\/p>\n

The drop-off varied heavily by region. Air cargo volumes originating from Africa and Central and South America increased 1 percent over the period, while a decline of -18 percent from North America and a -16 percent drop from Asia Pacific were recorded.<\/p>\n

Jason Miller, interim chairperson of Michigan State University\u2019s Department of Supply Chain Management, said in the latest episode of the Freight Buyers\u2019 Club<\/a>\u00a0podcast that air freight commodities such as electronics and garments had declined the most this year on the Asia to U.S. route.<\/p>\n

Shipments of traditional personal computers fell 29 percent year-on-year in the first quarter ago due to weak demand, excess inventory and worsening macroeconomic conditions, said International Data Corp.<\/p>\n

Diverging thoughts on recovery<\/h2>\n

What happens next is subjected to much debate. Logistics professionals and freight analysts are unsure whether freight patterns have normalized or will improve<\/a> later this year.<\/p>\n

China\u2019s official manufacturing PMI disappointed market forecasts as it moved into contractionary territory with a reading of 49.2 in April. Within the manufacturing PMI, the new orders sub-index proved a major drag as it shifted to 48.8 in April from 53.6 in March. Financial analyst firm Nomura noted that the insufficient demand is a major bottleneck for the current recovery, in line with Beijing\u2019s assessment at the April Politburo meeting.<\/p>\n

Key import markets also showed declining metrics. The eurozone manufacturing sector saw operating conditions worsen at the start of the second quarter. HCOB survey data compiled by S&P Global revealed that production volumes fell for the first time since the beginning of the year.<\/p>\n

Real U.S. GDP growth decelerated to 1.1 percent quarter-on-quarter from 2.6 percent in Q4, according to Nomura, with equipment investment declines \u201creflecting the ongoing industrial recession\u201d.<\/p>\n

Despite the underlying strength of domestic demand in Q1, Nomura maintains its expectation of a recession starting in Q3 this year, given these upcoming headwinds and slowing momentum in the later portion of Q1.<\/p>\n

Optimism for late 2023<\/h2>\n

There are causes for optimism amid the negativity, however. IATA said February demand, measured in cargo tons flown, was 2.9 percent ahead of 2019.<\/p>\n

The latest DHL Hong Kong Air Trade Leading Index<\/a> (DTI) reported \u201ca promising rebound to the level before the pandemic\u2019s fifth wave\u201d across all indices with the Overall Air Trade Index reaching a five-quarter high of 45.6. This follows the Hong Kong government\u2019s lifting of all social distancing measures and inbound travel control arrangements.<\/p>\n

Both imports and (re-)exports showed significant recovery even though the concerns over China-U.S. tension returned to a high level, with 51 percent of air traders expecting China-US tension to impact their businesses negatively. The report highlighted that all sub-indices uplifted simultaneously, with Sales Volume Index showing the largest increment of 11 points.<\/p>\n

DHL\u2019s April Airfreight State of the Industry<\/a> is also optimistic about the second half of the year. It states that major economies will show more resilience against high inflation as the year progresses with a \u201crecovery in volumes expected\u201d.<\/p>\n

\u201cThere is global economic weakness, but this needs context,\u201d added Leung. \u201cThe situation resembles pre-pandemic norms in many ways.
