The second half of 2023 will likely see a rebound amid a healthy capacity outlook. <\/p>

Despite several indicators suggesting that the air cargo market\u2019s early 2023 downturn might not be finished just yet, there are signs of encouragement for those hoping for a rebound later this year.<\/p>\n

Expectations, however, should be tempered. The latest data from the Association of Asia Pacific Airlines (AAPA) released in late April 2023 also points to weak global demand. The region\u2019s carriers recorded a 10.9 percent year-on-year decline in international air cargo demand in March as measured in freight tonne kilometers (FTK).<\/p>\n

The AAPA reported that offered freight capacity remained relatively stable, supported by the ongoing restoration of bellyhold capacity on passenger flights. As a result, the average international freight load factor declined by 7.5 percentage points to average 63.2 percent for the month.<\/p>\n

Subhas Menon, AAPA Director General, said that air cargo markets had retreated by 13.1 percent over the first quarter, \u201creflecting weakness in consumer demand amidst general inflationary pressures and rising economic uncertainty\u201d.<\/p>\n

DHL\u2019s April Airfreight State of the Industry<\/a> reports that low export orders from Asia Pacific contribute to air freight volume decline, while high inflation continues to impact global demand.<\/p>\n

\u201cThere is no denying that air cargo markets are not as strong as they were,\u201d said Kelvin Leung, CEO, DHL\u00a0Global Forwarding Asia Pacific. \u201cBut we are also seeing a growing e-commerce sector that could inject much-needed demand into the market.\u201d<\/p>\n

Downturn by region<\/h2>\n

A detailed examination by analysts at WorldACD revealed that worldwide air cargo chargeable weight flown in the first quarter of 2023 dropped -11 percent below that of the equivalent period last year.<\/p>\n

The drop-off varied heavily by region. Air cargo volumes originating from Africa and Central and South America increased 1 percent over the period, while a decline of -18 percent from North America and a -16 percent drop from Asia Pacific were recorded.<\/p>\n

Jason Miller, interim chairperson of Michigan State University\u2019s Department of Supply Chain Management, said in the latest episode of the Freight Buyers\u2019 Club<\/a>\u00a0podcast that air freight commodities such as electronics and garments had declined the most this year on the Asia to U.S. route.<\/p>\n

Shipments of traditional personal computers fell 29 percent year-on-year in the first quarter ago due to weak demand, excess inventory and worsening macroeconomic conditions, said International Data Corp.<\/p>\n

Diverging thoughts on recovery<\/h2>\n

What happens next is subjected to much debate. Logistics professionals and freight analysts are unsure whether freight patterns have normalized or will improve<\/a> later this year.<\/p>\n

China\u2019s official manufacturing PMI disappointed market forecasts as it moved into contractionary territory with a reading of 49.2 in April. Within the manufacturing PMI, the new orders sub-index proved a major drag as it shifted to 48.8 in April from 53.6 in March. Financial analyst firm Nomura noted that the insufficient demand is a major bottleneck for the current recovery, in line with Beijing\u2019s assessment at the April Politburo meeting.<\/p>\n

Key import markets also showed declining metrics. The eurozone manufacturing sector saw operating conditions worsen at the start of the second quarter. HCOB survey data compiled by S&P Global revealed that production volumes fell for the first time since the beginning of the year.<\/p>\n

Real U.S. GDP growth decelerated to 1.1 percent quarter-on-quarter from 2.6 percent in Q4, according to Nomura, with equipment investment declines \u201creflecting the ongoing industrial recession\u201d.<\/p>\n

Despite the underlying strength of domestic demand in Q1, Nomura maintains its expectation of a recession starting in Q3 this year, given these upcoming headwinds and slowing momentum in the later portion of Q1.<\/p>\n

Optimism for late 2023<\/h2>\n

There are causes for optimism amid the negativity, however. IATA said February demand, measured in cargo tons flown, was 2.9 percent ahead of 2019.<\/p>\n

The latest DHL Hong Kong Air Trade Leading Index<\/a> (DTI) reported \u201ca promising rebound to the level before the pandemic\u2019s fifth wave\u201d across all indices with the Overall Air Trade Index reaching a five-quarter high of 45.6. This follows the Hong Kong government\u2019s lifting of all social distancing measures and inbound travel control arrangements.<\/p>\n

Both imports and (re-)exports showed significant recovery even though the concerns over China-U.S. tension returned to a high level, with 51 percent of air traders expecting China-US tension to impact their businesses negatively. The report highlighted that all sub-indices uplifted simultaneously, with Sales Volume Index showing the largest increment of 11 points.<\/p>\n

DHL\u2019s April Airfreight State of the Industry<\/a> is also optimistic about the second half of the year. It states that major economies will show more resilience against high inflation as the year progresses with a \u201crecovery in volumes expected\u201d.<\/p>\n

\u201cThere is global economic weakness, but this needs context,\u201d added Leung. \u201cThe situation resembles pre-pandemic norms in many ways. Port disruptions might end with potential conclusion of negotiations between ports, carriers, and unions. <\/p>

For the best part of this year, the U.S. to Asia route, via the U.S. west coast terminals, has operated under a cloud of ongoing contract negotiations between port and carrier interests, and their union counterparts. This has prompted the mass re-routing of cargoes by many shippers fearful of cargo snarl-ups at ports.<\/p>\n

But there are now promising signs that the negotiations could be concluded<\/a> ahead of the peak shipping season in the third quarter.<\/p>\n

The effect of U.S. <\/strong>negotiations<\/strong> on Asia<\/strong><\/h2>\n

Negotiations between the International Longshore and Warehouse Union (ILWU) and the\u00a0Pacific Maritime Association (PMA) have cast a shroud of uncertainty for shippers. Fears that failing to reach an agreement would see terminal operations impacted by union disruptions were widespread among shippers.<\/p>\n

The ILUW represents a sizeable labor force of 22,000 port workers in California, Oregon and Washington State. The said force is employed by shipping lines and terminal operators at 29 west coast ports, represented by the PMA.<\/p>\n

Previous disputes between both parties have resulted in productivity losses. Although mass strikes have been avoided, the concerns of shippers were valid. Operations at various west coast terminals have been disrupted by localized dockworker actions<\/a> over the past year. The uncertainty of the west coast situation has led to the diversion of liner services and cargo to U.S. east coast and Gulf ports as shippers sought to avoid any disruptions<\/a>.<\/p>\n

Expected relief with end of negotiations in sight<\/strong><\/h2>\n

While there are still unresolved issues between the ILWU and PMA, there are signs that a deal is in sight ahead of the critical Q3 peak season. Several local issues are understood to have been resolved with ILWU chapters, while reports suggest a tentative deal on automation<\/a> has also been reached. This leaves pensions, pay and contract length outstanding, creating the possibility that a deal could be agreed as early as June.<\/p>\n

\u201cAn end to the uncertainty around the contract situation for dockworkers at ports on the U.S. west coast would be a big boost for trade on the Asia and global stages,\u201d said Kelvin Leung, CEO, DHL Global Forwarding Asia Pacific. \u201cHaving direct routes via the U.S. west coast back in full force could be the tipping point to handle China\u2019s export levels during the upcoming peak season.\u201d<\/p>\n

The swinging balance among rates, demand and capacity<\/strong><\/h2>\n

A deal removing union risk from west coast shipping options into the U.S. from Asia ahead of the peak season would be timely. Shipping analyst MSI now reports evidence that major U.S. importers are reducing inventory holdings which could boost volumes during the latter part of 2023.<\/p>\n

But removing port congestion from the supply-demand balance in the container market adds to overall available capacity. With a glut of new ships due for delivery this year and softening demand, this leaves carriers in a weak position for the rest of the year, according to Lars Jensen, CEO of Vespucci Maritime.<\/p>\n

Meanwhile, container lines proactively manage capacity through a slew of blank sailings, leading to the rise of spot freight rates. The May DHL Ocean Freight Market Update<\/a> notes that carriers successfully implemented a trans-Pacific General Rate Increase (GRI) on 15 April and would attempt to push through a second GRI on 1 May.<\/p>\n

Despite this imbalance, the data indicates a leveling off in freight rates, suggesting prices could already have hit rock bottom. \u201cThis [upturn in rates] can only be achieved through an increase in blank sailings by the carriers, which also indicate a reversal to pre-pandemic normality,\u201d said Jensen.<\/p>\n

Falling inventories could, therefore, see an upturn in demand and prices during the Q3 peak season. \u201cHowever, if this peak demand surge fails to materialize the pressure mounts on the carriers\u2019 ability to manage the overcapacity and we might once more see a sustained decline in rate levels,\u201d he added.<\/p>\n
